Carolyn Becker, a spokesperson for the California Lottery, stated, «Our holiday-themed Scratchers are meant to bring fun, but they are not suitable – or legal – for kids.»

The lottery agency emphasizes the illegality of gifting Scratchers to minors, citing studies that show early exposure to gambling can result in future gambling-related issues. To address this concern, the California Lottery operates a network of over 23,000 retailers that are tasked with ensuring compliance with these regulations.
