Guelph City Council Approves Online Voting for Municipal Elections with Security Caveats

Guelph City Council has made a significant decision to introduce online voting for the next municipal elections, pending the identification of a secure vendor to oversee the process. The council voted 9-4 in favor of online voting as an accessible option alongside traditional paper ballots and also included vote-by-mail and vote-from-home alternatives.

Mayor Cam Guthrie expressed confidence in the risk tolerance associated with online voting, emphasizing the importance of providing equitable voting options. Acting city clerk, Stephen O’Brien, highlighted the necessity of finding a vendor that meets stringent security requirements and undergoes thorough testing to ensure the integrity of the election process.

In a recent council meeting, security concerns and the verifiability of results were at the forefront of discussions. Various delegates, including Colin Perkins, stressed the importance of Guelph being a leader in equity and accessibility, despite acknowledging the security challenges inherent in online voting.

The decision to implement online voting comes with the condition that the selected vendor must meet strict security standards and receive approval from the city clerk. Should these requirements not be met, O’Brien indicated that he would seek a repeal of the online voting decision.

Throughout the meeting, council members, city staff, and delegates raised valid concerns about the potential risks associated with online voting. While some, like Coun. Linda Busuttil, expressed reservations due to existing security standards and legislative frameworks, others, such as Jennifer Cameron, emphasized the urgent need for accessible voting options for residents with disabilities.

By approving online voting for the upcoming municipal elections, Guelph City Council aims to prioritize equity and inclusivity in the electoral process. Councillor Erin Caton underscored the fundamental importance of the right to vote and the city’s commitment to upholding human rights for all its residents.
