Milwaukee, WI — On April 28, the FBI arrested Milwaukee County Circuit Judge Hannah Dugan for allegedly assisting an unauthorized migrant in evading arrest. Dugan faces charges of obstructing justice and concealing an individual to prevent his capture, as court documents reveal.

The arrest occurred after immigration officials sought to detain Eduardo Flores-Ruiz, a Mexican national charged with misdemeanor battery. During a court hearing on April 18, Dugan was informed of ICE’s intent to apprehend Flores-Ruiz and reportedly reacted angrily.

According to the criminal complaint, Dugan instructed Flores-Ruiz to exit through a jury door rather than a public hallway where ICE officials were waiting. Flores-Ruiz was arrested shortly after leaving the courthouse, pursued by federal agents who were in search of him.

U.S. Attorney General Pam Bondi referred to Dugan as a “criminal judge sitting on a criminal bench” during her response to the situation. Bondi stated, “We’re sending a very strong message today” regarding judicial accountability in such circumstances.

The situation has sparked concerns among state lawmakers, including State Rep. Ryan Clancy, who warned the arrest may discourage immigrants from participating in the justice system for fear of arrest. Clancy emphasized that courthouses should remain safe spaces for all individuals.

Protests outside the federal courthouse in Milwaukee echoed these sentiments, with demonstrators expressing their dissatisfaction with federal actions against a sitting judge. “This administration is testing the limits of our democracy,” said Rep. Jamie Raskin (D-MD), reflecting widespread fears regarding the chilling effect on the judiciary.
