Killeen ISD Considers Termination of Middle School Principal

KILLEEN, Texas — The Killeen Independent School District (KISD) Board of Trustees is set to hold a special meeting on April 3 at 6 p.m. to deliberate the proposed termination of Fred Lilly, the principal of Smith Middle School. This decision follows a recommendation from Superintendent Dr. Jo Ann Fey and is rooted in an internal investigation into the tragic stabbing death of 14-year-old Serenity Baker, which occurred on March 10.
According to the board’s publicly shared agenda, members will discuss and potentially vote on the termination of Lilly’s probationary contract during a closed session. Lilly, who is serving his first year as principal of Smith Middle, was placed on administrative leave along with other staff members in the wake of the incident.
“Based on the evidence received related to the tragic events of March 10, the superintendent recommends the termination of the current year probationary contract,” the agenda statement reads. If the board votes to proceed with the termination, Lilly will have the opportunity to appeal before an officer from the Texas Education Agency.
The board’s action is significant not only due to the severity of the incident but also because it highlights ongoing challenges in school safety and administration within KISD. A passage of the board’s motion would signal a clear stance on accountability and leadership at the middle school level.
Over the past week, community members have expressed concern regarding school safety protocols and the emotional well-being of students after the violent incident. Lilly previously served as the principal of North Belton Middle School in Belton ISD before joining KISD in May 2024.
“Our children’s safety is our utmost priority, and we must ensure that our schools are environments where they can learn without fear,” said community member Sarah Thomas, reflecting the sentiments shared by many parents. “We trust the school board will make the right decision for our students’ wellbeing.”
