Canada’s Express Entry Issuances and Permanent Residency Rules
The Canadian government has recently extended invitations to international individuals seeking permanent residency through the Provincial Nominee Program (PNP) under the Express Entry system, managed by Immigration, Refugees, and Citizenship Canada (IRCC). This program caters to foreigners wishing to settle, live, and work in specific provinces or territories.
According to a release by the IRCC, the latest selection event occurred on October 7, 2024, during which 1,613 invitations were issued to eligible candidates. The lowest-ranked candidate invited had a Comprehensive Ranking System (CRS) score of 743. The cut-off was determined by the submission time of the Express Entry profiles, with the tie-breaking rule set at March 22, 2024, 18:36:54 UTC.
The previous Provincial Nominee Program draw, held on September 9, 2024, awarded 911 invitations, setting the CRS score benchmark at 732. The IRCC holds selection events every two weeks, aiming to invite a diverse range of international individuals to bolster Canada’s economic growth and address labor shortages across various sectors.
The Provincial Nominee Program targets workers with the requisite skills, education, and work experience to contribute significantly to specific regions in Canada. Each province develops its immigration plans focusing on groups such as students, skilled professionals, semi-skilled workers, and business individuals, as part of the broader Express Entry framework that includes the Federal Skilled Worker Program and Canadian Experience Class.
Furthermore, on September 19, 2024, a separate Express Entry draw for the Canadian Experience Class (CEC) invited 4,000 applicants. The lowest-ranked applicant who received an invitation had a CRS score of 509. The CEC is tailored for immigrants with at least one year of skilled work experience in Canada and proficiency in one of Canada’s official languages.
In planning for the years ahead, Canada aims to welcome 500,000 new permanent residents annually in 2025 and 2026, a target set to help the nation address demographic challenges and ensure sustained economic vitality.
To apply for permanent residency, applicants are required to present various documents, including proof of financial capability, educational credential assessments, language proficiency tests, and a skills assessment. Essential eligibility includes a CRS score of at least 67 points, compliance with occupational criteria, and the completion of residency requirements in Canada.
For those eyeing Canadian citizenship, criteria include continuous residency for three out of five years, language tests for individuals aged 18 to 54, and passing a citizenship test; alumni of Canada’s immigration pathways eventually gain numerous rights and privileges, including participation in democratic processes.
