EDD CIO to Address Industry Insider Members in Sacramento Next Month

SACRAMENTO, Calif. — The Chief Information Officer of the Employment Development Department (EDD), Pavan Girn, will lead a presentation at the upcoming Industry Insider — California Member Briefing on March 11. The event will take place at the Hyatt Regency Sacramento, starting with check-in at 9:30 a.m.
Girn, who has been serving as CIO for one year, is set to discuss the role of technology in improving public services. Joining him will be Lisa Levy, deputy director of public affairs for EDD. This briefing is exclusive to Industry Insider members, and is expected to last for about an hour.
With over 20 years of experience in information technology spanning both the public and private sectors, Girn aims to leverage technology for innovation. He currently oversees strategic initiatives within the EDD’s IT Branch, including critical systems that facilitate the disbursement of unemployment insurance, disability insurance, and paid family leave benefits. His leadership is pivotal in the ongoing modernization efforts to enhance EDD’s service delivery.
“Our focus is on streamlining services to better serve the public,” Girn stated. “We are committed to driving forward-thinking projects that look not just at immediate needs, but also future challenges.”
Under Girn’s guidance, the EDD has embarked on a significant modernization project, aimed at making operations more efficient and responsive. His background includes certifications as a Project Management Professional (PMP) and ITIL expert, alongside an MBA and a bachelor’s degree in engineering.
Levy, who joined EDD in 2001, plays an important role in managing the department’s public image. Her responsibilities include executing public education campaigns, providing training focused on clear communication, and analyzing customer feedback using real-time data.
Before her career at EDD, Levy had a distinguished 15-year tenure in television news. She worked as an on-air reporter for NBC affiliate KCRA-TV and was an anchor for “Good Day Sacramento” at KPWB-TV. Levy earned her bachelor’s degree in communications from California State University, Sacramento.
