Oracle Launches First Cross-Cloud Consumption Model for Database Services
LAS VEGAS, Oct. 14, 2025 — Oracle has unveiled a new licensing option called Multicloud Universal Credits that simplifies the procurement of Oracle AI Database and Oracle Cloud Infrastructure (OCI) services. Customers can now purchase services across major cloud providers, including AWS, Google Cloud, and Microsoft Azure, enabling them to choose the cloud environment that best fits their needs.
This innovative model allows for streamlined procurement, consistent contracts across different cloud platforms, and the ability to operate Oracle databases in preferred regions, subject to marketplace policies of each cloud provider. Dave McCarthy, research vice president at IDC, noted that “procurement and governance are often roadblocks for innovation.” He highlighted that Oracle’s new offering could be pivotal in accelerating the widespread adoption of its multicloud services.
Karan Batta, senior vice president of Oracle Cloud Infrastructure, stated, “Oracle’s industry-leading multicloud solution is designed to help customers accelerate application modernization and cloud migrations.” He emphasized that as multiple regions are now operational across the major platforms, the introduction of Multicloud Universal Credits simplifies contracts and provides greater flexibility.
During the AI World conference, Oracle encouraged customers to request early access to these universal credits, which aim to enhance the cloud experience. The initiative not only promises to ease the management of Oracle database workloads but also supports broader compliance and latency reduction needs.
Additionally, Nathan Thomas, vice president of multi-cloud for Oracle Cloud Infrastructure, commented on the company’s approach to connecting with resale partners. He indicated that many customers wish to access cloud services through their preferred partners, which is a crucial aspect of this initiative.
This model’s introduction comes as Oracle sees substantial growth in its multicloud database revenue, with a reported increase of 16 times from the previous year thanks to collaborations with hyperscalers. The new cross-cloud consumption model is expected to offer a centralized mechanism for tracking commitments and usage across different vendor marketplaces, further boosting operational efficiency.
The Multicloud Universal Credits will also benefit enterprises looking to modernize their IT infrastructure while maximizing flexibility in operational needs. Customers can expect improvements in workload portability and will have access to the full array of OCI services beyond just the Oracle AI Database.
