Bond Denied for Former Marine Charged with Rape of 13-Year-Old

JEFFERSON HILLS, Pa. — A former Marine has been denied bond following serious charges, including rape and sexual assault of a 13-year-old girl. Brandon Rumbaugh’s preliminary hearing has been rescheduled for June 11.
The decision came from District Judge Michael Thatcher on Wednesday. Rumbaugh, who is a double amputee, was scheduled to appear in court but could not be transported safely from the Allegheny County Jail due to his medical needs, according to his attorney, David Shrager.
“We’re dealing with someone who has special medical needs, and I don’t know that the jail is really capable of handling that in the appropriate way,” Shrager said. Rumbaugh lost his legs while serving in Afghanistan, where he was injured while saving another Marine.
The allegations against Rumbaugh include claims that he sexually assaulted the girl multiple times over two nights at his Pleasant Hills home. According to the criminal complaint, the victim reported that Rumbaugh provided her with alcoholic iced tea prior to the incidents, making her feel disoriented. He reportedly told her to keep their encounters a secret until she turned eighteen.
Rumbaugh’s attorney expressed disappointment over the bond denial, indicating plans to appeal the decision. Shrager stated that he was unaware of any previous investigations into Rumbaugh’s conduct with minors, and emphasized the distinction between allegations and charges.
The Commonwealth argued for Rumbaugh to remain in jail, citing concerns over prior investigations involving underage children. The judge ultimately sided with the prosecution, leading to the bond denial.
Rumbaugh’s next court appearance will take place on June 11, and the court is making special arrangements to ensure he can participate.
