AMBER Alert Issued for Abducted 4-Year-Old in Norfolk

Norfolk, Virginia — The Virginia State Police and the Virginia Missing Children Clearinghouse have issued an AMBER Alert for a 4-year-old boy who was abducted on June 16 at 11:40 a.m. The child, Kia Foreman, is believed to be in extreme danger.

Kia was last seen in the 900 block of East Liberty Street. He is described as a Black male, with black hair and brown eyes. Kia stands 3 feet 6 inches tall and weighs 40 pounds. At the time of his abduction, he was wearing red Crocs, blue shorts, and a grey True Religion t-shirt.

Authorities believe that Kia was taken by 27-year-old Tyli Nekah Scott. Scott is a Black male, who has black hair in small braids and brown eyes. He stands 6 feet 1 inch tall and weighs 173 pounds. He was last seen wearing khakis, a plaid shirt, and a ski mask.

Officials report that Kia and Scott were last seen on foot. Anyone with information about their whereabouts is urged to contact the Norfolk Police Department at 1-757-664-7000.
