Phoenix City Offices Close Cesar Chavez Day

PHOENIX, Ariz. — The City of Phoenix offices will be closed on Monday, March 31, 2025, in observance of Cesar Chavez Day, a holiday honoring the civil rights leader and activist.

City services, however, will experience mixed operations. While curbside trash and recycling collection will continue as scheduled on that day, both the 27th Avenue and North Gateway transfer stations will be closed. The Public Works Customer Contact Center will also be unavailable, reopening at 7 a.m. on Tuesday, April 1.

“Cesar Chavez Day is an important reminder of the contributions of countless individuals who fought for workers’ rights,” said City Manager Jeff Barton. “Even though many offices will close, our essential services will remain operational.”

While all Phoenix Public Library locations (excluding South Mountain Community Library, which will remain open) will observe the holiday, library book drops and digital resources will still be available for public use. Residents are encouraged to access these services online.

All city parking meters will continue to be enforced from 8 a.m. to 10 p.m. daily, including weekends and holidays. Street Transportation services will resume as usual on Tuesday, April 1. For immediate street concerns, residents may call the 24/7 service hotline at 602-262-6021 for traffic signal issues or pothole repairs.

Public transit will operate on a regular weekday schedule on March 31, 2025. However, customer service hours will be limited, and certain transit centers, including Ed Pastor, Sunnyslope, and Central Station, will be closed. Riders can check schedules on ValleyMetro.org.

At Phoenix Sky Harbor International Airport, travelers are advised to reserve parking in advance and arrive early. Passengers should allow at least two hours for domestic flights and three hours for international flights before departure. The airport offers a PHX Reserve program, which enables travelers to book certain times for their TSA security screenings.

“Navigators dressed in purple will be available throughout the airport to assist travelers and provide directions,” the airport stated. They aim to enhance the travel experience for more than 130,000 passengers each day, underscoring their commitment to being “America’s Friendliest Airport.”
