Governor Maura Healey Signs Landmark Economic Development Bill and Nominates New Judges
Governor Maura Healey has made significant moves to bolster Massachusetts‘ economic and judicial sectors. On November 20, 2024, Governor Healey signed the Mass Leads Act, a comprehensive economic development bill aimed at solidifying Massachusetts’ global leadership in emerging industries such as climatetech, life sciences, and applied artificial intelligence (AI).
The Mass Leads Act includes a $500 million capital reauthorization of the state’s Life Sciences Initiative over 10 years, an expansion of a tax credit program to spur job creation and growth in the life sciences industry, a $400 million investment in climatetech initiatives, and a new tax incentive program to support climatetech companies. Additionally, the bill allocates $100 million to create the Massachusetts AI Hub to boost innovation and attract AI talent to the state. This legislation is expected to create new jobs, support business growth, expand workforce development programs, and enhance rural and regional economic development initiatives.
In another significant move, Governor Healey nominated three new judges to serve as Associate Justices of the Probate and Family Court. The nominees, Jennifer Bingham, Colleen Carroll, and Caryn Mitchell-Munevar, will now proceed to the Governor’s Council for confirmation. These nominations are part of Governor Healey’s efforts to ensure the judiciary reflects the state’s commitment to safeguarding rights and values and upholding the rule of law.
