Quito’s Pico y Placa Restrictions Begin May 15, 2025

Quito, Ecuador — Starting Thursday, May 15, 2025, the Pico y Placa traffic restriction will be enforced in Quito, limiting vehicle circulation to alleviate congestion in the city. The rule applies to vehicles with license plates ending in 7 and 8 during the hours of 6:00 AM to 9:30 AM and 4:00 PM to 8:00 PM.
The Pico y Placa ordinance is in effect on weekdays, excluding weekends and holidays. Previously, the restrictions lasted until 9:00 PM, but have now been adjusted. Exempt from this regulation are vehicles belonging to senior citizens, individuals with disabilities, electric cars, and official vehicles.
Violators of the Pico y Placa will face fines starting at $70.50 for first-time offenders. The penalties increase to $117.50 for a second offense and $235 for subsequent violations.
According to the 2024 Road Safety Report, speeding contributes to 35% of traffic fatalities in Quito. The report highlights a critical issue, noting that three out of five road deaths involve vulnerable road users, such as motorcyclists, pedestrians, and cyclists, with 42% of the fatalities being motorcyclists. Additionally, 27% of vehicles exceed speed limits.
The municipality has urged drivers to plan their routes in advance due to ongoing roadwork, notably the expansion of Ruta Viva, which is impacting access to northern Quito. Temporary road closures are also occurring on Avenida Mariana de Jesús.
In collaboration with a global campaign to reduce traffic fatalities, the Quito Municipality is promoting road safety and civic education, raising awareness about observing traffic rules. The initiative includes preventive speed checks, with today’s major operation set for 8:00 AM along Avenida Teniente Hugo Ortiz and Sucre.
