St. Paul, Minnesota – A Ramsey County man was arrested for allegedly sexually exploiting two teenage girls. Jeffrey Simon, 38, faces eight felony charges related to two separate incidents where he reportedly threatened to kidnap one child and kill another if they did not continue engaging in sexual behavior with him.

According to court documents, the exploitation of a 14-year-old girl from California began on Discord in October 2023. Simon, pretending to be a 15-year-old boy named Thomas, communicated with the girl and eventually coerced her into sending nude photos and videos. Simon later threatened to kidnap her if she did not comply with his demands.

Simon, who eventually revealed his true age to the girl, was also implicated in a separate ongoing case in Anoka County, where he allegedly sexually abused another girl, starting when she was 13 years old. That case was reported to authorities in January.

Following evidence from both cases, a warrant for Simon’s arrest was issued on May 15, 2024, leading to his arrest on Thursday. He now faces six felony charges in Ramsey County, including using a minor in a pornographic work and soliciting a child for sexual activity. If convicted, Simon could face up to 35 years in prison.

In Anoka County, he is charged with two felony criminal sexual conduct charges, potentially leading to a sentence of up to 60 years in prison. Simon made his first court appearance in Ramsey County on Friday, with a jury trial date set in Anoka County for November 3.
