Shifting Migration Trends Open New Opportunities for Filipinos Abroad

Manila, Philippines – Emerging global migration trends are reshaping popular destinations for Filipino emigrants, including the United States, United Kingdom, Canada, and Australia. As these countries update their visa and international student policies, the British Council is offering personalized support for Filipinos seeking internationally recognized qualifications and new opportunities abroad in 2025.
Historically, the U.S., U.K., Canada, and Australia have been favored destinations for Filipino emigrants. However, recent changes have created uncertainty. The U.S. has halted residency applications, while Australia is limiting international student enrolments. Canada is also tightening temporary worker pathways, and the U.K. has introduced stricter immigration regulations.
In response to these shifts, the British Council, which co-runs the International English Language Testing System (IELTS), is helping Filipinos navigate the increasing complexities of migration. Its resources and personalized support are crucial in preparing candidates for opportunities not only in the traditional destinations but also in emerging locations across Europe, Asia, and beyond.
Several countries are actively trying to attract global talent through updated immigration policies. New Zealand has made significant changes to its regulations to facilitate the movement of skilled foreign workers. These include lifting restrictions on middle-income jobs, minimizing experience requirements from three to two years, and establishing new seasonal worker visas.
Germany, known for its expertise in engineering and technology, has implemented a new points-based system aimed at simplifying immigration for foreign professionals. This system evaluates applicants based on factors like salary and educational qualifications. Additionally, international students benefit from a work experience program that enhances employment prospects upon graduation.
“Moving here was a big step, but its world-class education, strong job market, and vibrant culture made it all worth it,” said Jay Paul Ely Tena, the 2023 IELTS Prize Winner, who pursued graduate studies at the University of Erfurt. “Adjusting to the language and lifestyle had its challenges, but my IELTS preparation with the British Council gave me the confidence to communicate effectively in both my studies and daily life,” he added.
Spain is enhancing its immigration policies to attract foreign talent. Recent changes allow international students to remain in the country for up to 24 months post-graduation to seek employment or establish a business. Additionally, Spain has eliminated the barriers for students transitioning to work visas, facilitating smoother entry into the job market.
“Living in Spain has been an incredible experience—the welcoming culture and work-life balance made it feel like home,” shared Jessica Badua, the 2022 IELTS Prize winner. “The British Council IELTS was instrumental in my journey, helping me gain admission to my master’s program and opening doors for scholarships that eased my transition.”
Singapore continues to attract Filipino professionals with its policies promoting a skilled workforce. The country’s approach streamlines the transition for international students seeking permanent residency, allowing for an easier shift into the workforce.
<p“Many Filipinos may feel uncertain about their options due to the changing migration landscape," stated Zoe Zhang, Regional Director for Exams at the British Council. "But the British Council ensures that our candidates have the tools to prepare for the IELTS and succeed on the global stage, even beyond the traditional big destinations.”
As migration trends evolve, the British Council remains dedicated to equipping Filipino students and professionals with essential resources to pursue work, study, and living opportunities worldwide, empowering them to build fulfilling futures wherever they go.
