ANKARA, Turkey — Turkish and Israeli officials initiated talks on Wednesday aimed at preventing military clashes in Syria, a region both nations actively engage in militarily. According to sources from the Turkish Ministry and an Israeli political figure, the discussions took place in Azerbaijan and mark the beginning of efforts to establish a mechanism for avoiding potential conflicts arising from military operations.

One Turkish source indicated that these technical talks are crucial, stating, “Efforts will continue to establish this mechanism,” though details regarding the scope and timeline of the discussions have not been disclosed.

An Israeli political source confirmed the meeting and reiterated Israel’s position, emphasizing, “Israel made it unequivocally clear that any change in the deployment of foreign forces in Syria—particularly concerning Turkish bases in the Palmyra area—is a red line and will be considered a breaking of the rules.”

This initiative follows increased Israeli airstrikes in Syria aimed at curtailing the influence of the newly formed Syrian government, which Israel accuses of enabling Turkish endeavors to establish a significant military foothold in the war-torn country. Israeli Prime Minister Benjamin Netanyahu‘s office confirmed that the Israeli delegation, led by National Security Advisor Tzachi Hanegbi, participated in the talks on Wednesday.

Turkey and Israel have exchanged diplomatic criticisms in recent months, primarily following Israel’s military actions in Gaza. Despite these tensions, both nations have expressed a desire to avoid military confrontations in Syria, which they both border. Turkish Foreign Minister Hakan Fidan commented on the importance of ongoing dialogues, stating, “Such mechanisms are necessary to prevent misunderstandings,” and drawing parallels with established practices Turkey has with the United States and Russia.

As the security situation evolves in Syria, Israel has intensified its military responses, targeting various sites it believes pose a threat. Analysts, however, caution that both nations tread a fine line, as the growing military presence risks entangling them in direct conflict.

Fidan stated that despite military operations continuing in Syria, ongoing communication with Israel is pivotal to prevent accidental clashes. He further emphasized, “Syrian security should be decided by the Syrians,” indicating Turkey’s non-confrontational stance.

Azerbaijan has expressed its mediation role in this dialogue, with President Ilham Aliyev asserting the importance of fostering good relations between Turkey and Israel. He expressed hope that these discussions may lead to normalization, despite the historical friction.

The backdrop of these talks includes the shifting power dynamics following the fall of Syrian President Bashar al-Assad‘s regime in late 2024.
