Washington, D.C. — Steve Bannon, a prominent supporter of former President Donald Trump, asserted Thursday that Trump will serve as President for a third term in 2028. Bannon shared these thoughts during an interview with The Economist’s Zanny Minton Beddoes and Ed Carr.

Despite the Constitution’s 22nd Amendment, which limits presidents to two terms in office, Bannon expressed confidence in a secret strategy to bypass these restrictions. ‘There’s a plan. There’s many different alternatives,’ he said, without elaborating further.

Bannon referred to Trump as ‘a vehicle of divine providence,’ arguing that the American people demand his return to power. ‘He’s not perfect. He’s not churchy, not particularly religious, but he’s an instrument of divine will,’ Bannon stated.

He continued, ‘We need him for at least one more term, right? And he’ll get that in ’28.’ Bannon noted that Trump’s previous campaign successes in 2016 and 2020 occurred despite long odds, suggesting 2028 would be different.

This isn’t the first time Trump’s potential bid for a third term has been raised. In March 2025, Trump hinted at his aspirations during a phone interview, insisting he was ‘not joking’ about considering a third term. He acknowledged the age factor, as he would be the oldest president upon the end of his current term in January 2029.

Bannon also touched on the subject of postponing elections during wartime, a notion previously floated by Trump, stating that legal experts widely reject the idea that such authority rests with the president.

Legal scholars have largely agreed that the constitutional limitations concerning presidential terms are clear. ‘There is no wiggle room [on the 22nd Amendment],’ stated William Baude, a constitutional law expert. Any attempt to cancel elections or subvert the established rules may face significant legal challenges.

As discussions around Trump’s possible third term continue, Bannon’s comments highlight ongoing tensions regarding presidential term limits and the interpretation of constitutional law.
