Duterte’s Mayoral Bid Continues Amid ICC Detention in The Hague

DAVAO CITY, Philippines — Former Philippine President Rodrigo Duterte is pursuing a mayoral election in Davao City from his detainment at the International Criminal Court (ICC) in The Hague. Arrested in March 2025 for alleged crimes against humanity related to his brutal drug war, Duterte remains a key figure in the elections to be held on Monday.
At 80 years old, Duterte’s absence from the campaign trail does not impede his eligibility to run for mayor. Philippine law allows candidates facing charges to contest elections unless they have been convicted. His enduring popularity in Davao, where he served multiple terms as mayor, positions him as a strong contender despite the controversies.
Supporters believe Duterte’s efforts in Davao have improved public safety and infrastructure. “When I was younger it was very dangerous, but over time, I understood that those killed were often drug offenders,” said Ian Baldoza, a devoted Duterte supporter. Political analysts suggest that opposition camps may be gaining strength in the Davao area, but Duterte’s loyal following is notable.
His daughter, Vice President Sara Duterte, rallied supporters recently, expressing gratitude for their enduring loyalty and support. “President Rodrigo Duterte thanks you all for your love and prayers,” she said during a campaign event in Manila. Thousands of local government positions, along with legislative seats, are up for grabs in the midterm elections across the country.
Despite Duterte’s legal troubles, many voters feel his legacy is untarnished. Political analyst Cleve Arguelles echoed this sentiment, saying that the arrest might even bolster support for him. “His absence only reinforces the symbolic figure he represents,” Arguelles explained.
Duterte’s youngest son, Sebastian, currently the mayor of Davao, is running for vice mayor, and other family members are also candidates. However, questions arise about the future of the Duterte political dynasty, especially as opposition and internal familial conflicts emerge.
Political rivalries are re-igniting, particularly with the Nograles family, long-time political adversaries of the Dutertes. Karlo Nograles is running against Duterte for the mayoralty, and his sister is contesting a congressional seat against Paolo Duterte, the former president’s son.
As the election draws near, the political landscape remains charged, with elements of uncertainty surrounding the Duterte family’s future power. Experts predict that the results may play a crucial role in shaping Philippine politics moving forward, particularly towards the 2028 presidential elections.
Violence has marred the election period, with reports of deaths linked to political rivalries, highlighting the intense atmosphere surrounding the voting process. Many voters have expressed concerns over corruption and governance, urging for substantial change.
Should Duterte triumph in the elections, it remains unclear how he will serve as mayor from abroad. If unable to be sworn in, the runner-up, likely Kara Nograles, could take the position. The ICC plans to hold its next hearing regarding Duterte’s trial on September 23, adding another layer of complexity to his political ambitions.
