James Albert Smith Leach, a former U.S. Representative from Iowa and a distinguished academic, passed away on December 11, 2024, at the age of 82. Leach had a storied career in politics and academia, serving 30 years in the U.S. House of Representatives from 1977 to 2007, representing Iowa’s 2nd congressional district, previously numbered as the 1st District until 2003.

During his tenure in Congress, Leach was known for his moderate Republican stance and his leadership roles, including chairing the House Committee on Banking and Financial Services from 1995 to 2001 and serving as a senior member of the House Committee on International Relations. He was also a co-chair of the Congressional Humanities Caucus and played a significant role in the passage of the 1999 Gramm–Leach–Bliley Act, a major banking legislation.

Leach was notable for his independent voting record, particularly in 2002 when he was one of six Republicans to vote against the resolution authorizing the use of force in Iraq. This stance aligned with his later endorsement of Democratic nominee Barack Obama over Republican nominee John McCain in the 2008 presidential election, due in part to Obama’s opposition to the Iraq invasion.

After leaving Congress, Leach continued his public service and academic career. He was appointed by President Barack Obama as the ninth Chair of the National Endowment for the Humanities, a position he held from 2009 to 2013. He also served as a professor at Princeton University and the John F. Kennedy School of Government at Harvard University. In 2013, he joined the University of Iowa faculty and served as the public affairs chair.

Leach’s legacy extends beyond his political and academic achievements. He was remembered for his commitment to civility and his advocacy for Iowa. University of Iowa Vice President Peter Matthes described Leach as a ‘relentless advocate’ for Iowa, and his public and private papers were donated to the university’s libraries. Iowa Republican Gov. Kim Reynolds and former Rep. Dave Loebsack, who defeated Leach in 2006, both offered condolences, praising his service and integrity.

Leach is survived by his wife, two children, and two grandchildren. His death has been met with tributes from across the political spectrum, highlighting his impact on public service and his commitment to democratic values.
