Illinois American Water Acquires Madison Wastewater System for $3 Million

Illinois American Water Wastewater System Acquisition

MADISON, Ill. — Illinois American Water announced today that it has completed the acquisition of the City of Madison‘s wastewater collections system for $3 million. This acquisition, approved by the Illinois Commerce Commission, adds about 1,500 customers to the company’s service area in the Metro East region near St. Louis.

Rebecca Losli, president of Illinois American Water, expressed gratitude towards Mayor Hamm and the city for their trust. “We have provided water service in Madison for more than 125 years and are expanding our footprint in wastewater services,” she said. “We are well positioned to leverage our resources and expertise to address both their water and wastewater needs for years to come.”

The acquisition comes as part of Illinois American Water’s efforts to grow its footprint, following similar purchases of wastewater systems in Alton, Granite City, Godfrey, and several other communities in the Metro East area.

Illinois American Water plans to invest $9.1 million in the Madison system over the next five years. Planned improvements include upgrades to the collection system, enhancements to lift stations, and upgrades to control and security systems at both pump and lift stations. “System improvements will be made to meet wastewater service needs and comply with all regulatory requirements,” Losli added.

The Illinois Commerce Commission approved the acquisition on September 18, 2025. A customer open house was held at the Madison Fire Station to discuss the sale on September 3.

Residents and businesses in Madison can expect details about their water and wastewater services in a letter from Illinois American Water. Customers will also gain access to online account management, billing information views through the MyWater self-service website, and multiple payment options including mail and automatic billing.

Additionally, Illinois American Water offers assistance programs for qualifying customers who face challenges paying their bills. The H2O Help to Others Program provides supplemental funding, while the Income-based Discount Program offers eligible customers a monthly bill reduction.
