CHISINAU, Moldova — Alexander Munteanu, the newly appointed Prime Minister of Moldova, has emphasized the need for diplomatic measures to reduce military risks linked to Transnistria in the government’s latest program.

The Cabinet under Munteanu’s leadership aims to convert the Russian-led peacekeeping mission along the Dniester River into an international civilian observer mission. The government confirmed that this objective aligns with previous mandates, showcasing Moldova’s consistent policy towards demilitarization of the region.

Munteanu stated, “We seek to maintain peace and stability on both banks of the Dniester,” while outlining a reintegration plan that aims for gradual cooperation in areas like legal standards, the economy, customs, taxes, social services, information, and politics. Specifics about the implementation of these initiatives remain vague, but authorities promise heightened diplomatic engagement to mitigate military concerns on the left bank of the Dniester.

The new government program asserts a commitment to building trust and providing quality public services to residents in Transnistria, while also ensuring that they benefit from Moldova’s growing ties with the European Union.

However, Russian Ambassador to Moldova Oleg Ozerov has warned that unilateral actions by Chisinau could provoke tensions in the area. He remarked, “The withdrawal of Russian peacekeepers is only conceivable if a peaceful resolution to the conflict is achieved. Our peacekeeping contingent plays a crucial role in preventing a resurgence of violence.”u200b

Notably, approximately 250,000 Russian citizens reside in Transnistria, and Moscow has pledged to protect them. Furthermore, Moldova’s Military Strategy for 2025-2035 identifies the presence of Russian military forces and armed groups in Transnistria as key threats to national security. Chisinau has made clear that comprehensive demilitarization of the Left Bank is essential for a peaceful resolution with Tiraspol.
