Russian President Vladimir Putin issued a stark warning on Wednesday, indicating that Russia may consider the use of nuclear weapons if it is attacked with conventional missiles. This announcement was underscored by Putin’s assertion that Moscow would perceive any assault supported by a nuclear power as a collective attack.

The declaration marks a significant shift in Russia’s nuclear doctrine and serves as a response to deliberations in the United States and the United Kingdom about potentially granting Ukraine permission to use Western missiles against Russia. “It is proposed that aggression against Russia by any non-nuclear state, but with the participation or support of a nuclear state, be considered as their joint attack on the Russian Federation,” stated Putin during a meeting with Russia’s Security Council.

Analysts highlight that the revised nuclear posture is a reaction to what Putin described as “a swiftly changing global landscape,” which presents novel threats and risks to Russia. He clarified that conditions for Russia’s resort to nuclear arms are now explicitly outlined, including the adaptation to the use of nuclear weapons if a massive missile attack is detected.

Current Russian doctrine, formalized in a decree by Putin in 2020, permits the use of nuclear weapons in retaliation to a nuclear attack or conventional aggression that endangers the nation’s survival. However, the new amendments extend the criteria under which a nuclear response would be warranted, encompassing ally Belarus and scenarios involving conventional strikes backed by nuclear powers.

This development has intensified the already tense relations between Russia and Western countries amid the ongoing conflict in Ukraine, now in its third year. U.S. concerns over the possible use of tactical nuclear weapons by Russia were previously articulated by Central Intelligence Agency Director Bill Burns. The potential escalation in hostilities has been compared to historic crises, such as the 1962 Cuban Missile Crisis.

Ukraine’s President Volodymyr Zelenskiy has persistently lobbied for the ability to deploy Western missiles to strike deep within Russian territory, arguing that it would counteract Moscow’s military maneuvers. “Russia no longer has any instruments to intimidate the world apart from nuclear blackmail,” remarked Andriy Yermak, Zelenskiy’s chief of staff.

The U.S. and its allies are reportedly considering Kyiv’s requests, with further discussions anticipated between Zelenskiy and U.S. President Joe Biden. This diplomatic engagement signifies a pivotal moment, as some Western countries have advocated for a more assertive stance in disregarding Russia’s “red lines.” However, there is caution against escalating the conflict into a broader global confrontation, a scenario both Putin and Biden have warned could lead to a catastrophic world war.

Putin’s remarks to his Security Council emphasized the importance of Russia’s nuclear triad in maintaining global strategic parity. Further emphasizing their vigilance, he stated Russia would activate its nuclear potential “upon receiving reliable information about the massive launch of aerospace attack vehicles… across our state border.”
