Telegram Implements Data Sharing Policy Amid Rising Legal Pressure

Pavel Durov, Chief Executive Officer of Telegram, revealed a significant change in the app’s privacy policy that will allow the sharing of user data with governmental authorities under specific legal circumstances. This marks a departure from the platform’s previous stance on user privacy and data protection.

The announcement came through a Telegram post by Durov, who stated that IP addresses and phone numbers of individuals suspected of criminal activities could be disclosed to authorities if supported by a valid judicial order. “We’ve made it clear that the IP addresses and phone numbers of those who violate our rules can be disclosed to relevant authorities in response to valid legal requests,” Durov communicated to his 13 million followers on the messaging app.

This policy revision follows recent developments in which Durov was apprehended in Paris in August. He faced charges related to Telegram’s failure to manage extremist content. After being released on bail, Durov is required to remain in France pending further investigations.

Telegram’s updated privacy policy, explicitly stated on their website, offers clarity on the conditions under which user data will be shared. The company has also committed to including these data disclosures in its transparency reports, promising increased accountability by reporting such occurrences quarterly.

Historically, Telegram, founded by Durov and his brother Nikolai in 2013, has positioned itself as an advocate for user privacy, infamously resistant to governmental demands for data. This new policy shift suggests a balancing act between its traditional ethos and increasing legal pressures concerning illicit activities on the platform.

Telegram has gained a global user base, reportedly around 800 million active users, by offering privacy and minimal content moderation. However, this has also made it a haven for illegal activities, including drug trafficking and extremism. Consequently, the platform’s recent policy change attempts to address some of these issues.

In addition, a recent report highlighted the Ukrainian government’s decision to ban Telegram for government and military personnel due to security concerns. The app has been significantly utilized in various geopolitical and protest scenarios, including in Iran, Belarus, and the ongoing conflict in Ukraine.
